I'd like to amend #14 to cover all who enter high school below the age of 22, basically covering all people from age three to age twenty one because I know some people who dropped out of school during the recession, and they only needed one more credit, all of whom were 21 years old. I would also let it so all Pacificans can get their education by an online program called PVS (Pacific Virtual School).

The Pacific Virtual School should be open to residents of the Pacific and anyone from 4 years of age to 19 years of age.
Why don't we just make it people who haven't graduated high school?
Because some people are homeschooled or have no way to get to a school (e.g. parts of Alaska, Idaho, Utah) and this is the best way for them to get an education.

I'm not a member of this Council any more but as author of the Constitution I'm going to come out and say that a "virtual school" is a singularly awful idea and aside from that should absolutely not be the kind of thing guaranteed in a constitution.

If you're really set on this save it for legislation.

Oakvale, if you're there, could you change the title to reflect a current vote on an amendment (Amendment 1)?

Meanwhile, my 4 amendments have passed without objection and are now in the text of the constitution.
