I will not support that. It should be left up to the Governor/Lt. Governor (whoever they would be at that hypothetical point in time) to decide what they do.
Also, the Mideast will no longer be of relevance if the current regions are destroyed so there's no one who can be shut out of the process.

@Inks - Could you explain your constitutional concerns?

Why is the federal government looking at having the Governors do this?  What about the Governors is it that makes them the desired people to do this?

At this time, I support the general idea of this bill, but perhaps it would be prudent to wait until something like this actually passes at the federal level.  If the federal agreement mandates that Governors participate, that would render this legislation moot.

I didn't change my mind about the bill, but I consider overriding a veto to be something that should not be done too frequently.  Since we don't even know if this bill will be necessary or legal, I see no need to override a veto.  If we actually get to the point where consolidation is imminent, I'd be more willing to override a veto in that instance.
