Northeastern Revitalization Proposal

To strengthen the economy, safety, and desire of all urban areas of the Northeast.
The Committee on the Preservation of the Northeast (CPN) is hereby created, its members being the Governor and Lt. Governor.
$1 billion are to be committed to the CPN in order to strengthen the urban areas of the Northeast. Such urban areas include, but are not limited to:
New York City (NY)
Philadelphia (PA)
Boston (MA)
Buffalo (NY)
Pittsburgh (PA)
Providence (RI)
Camden (NJ)
Newark (NJ)
Upon acceptance of a proposal from any member of the Northeastern Legislative Assembly by all Committee members, a specified amount of money will be granted to the city named in the following process:
Member of Northeastern Legislative Assembly submits proposal specifying allocation of funds within the city cited titled "CPN Proposal: [Name of City]" in the Northeast Propositions thread of that month.
All members of the Committee sign their approval and the funds are allocated.
The continuation of the CPN is to be voted on in the Northeastern Legislative Assembly once every two months.

Note the last clause: "The continuation of the CPN is to be voted on in the Northeast Legislative Assembly once every two months."

The $1bn has definitely already been used up; this needs to be either repealed or we need to allocate more money.

Well yeah, its of course used up. I think its a useful historical indicator now, its not hampering our ability to do anything.
