This law was evidently passed as a half-hearted compromise (afaict this was before Atlasia - or the Northeast - had passed any significant health-care reform) between status-quo and an individual mandate. Gov MAS117's line-item veto removed the reformist part and left us with a resolution defending a bad system.

Considering where Atlasia is on this issue now, this law is obsolete.

Yeah, this is something I intend to vote for, so long as Federal law has completely overwritten/improved on this.

I don't see this as having to do with federal law as much per say. Should unitary governments under the state have the power to tax in this manner?

Point is nobody would want to. The individual mandate is not a widely-spread idea in Atlasia.
