Yes.  There's a reason it's a top immigration destination for African immigrants.  Of course there are racism problems... but I think people are pretty tolerant.

I live in the city with the 9th largest concentration of Haitians in America. Being black in Palm Beach County is fine.

I'd have to say that being black in South Carolina is okay.  Definitely not great, but okay.  Certainly a black won't have as many problems as an openly gay or atheist would.  Indeed, if you're a gay atheist, I highly recommend you don't come here.  Sorry afleitch.

Bigger in size, but not population pre-Civil War.  Florida was rushed into statehood to keep North-South balance in the Senate.

Just fine here, I live in a predominantly white neighborhood, but actually have 2 black friends. Everybody treats them like normal, and there's very little racism. There may be a few comments (non-racist) about the color of their skin but all in all its friendly talk.

Option 3.  There aren't may blacks in South Dakota, but a black (Republican) candidate could easily win political office here.

The state is SoCon overall, though not as much as some other states.  There certainly is hope for greater gay tolerance here (especially among young people), but the state is quite religious.  Atheists might have some problem.

However, the social conservatism is softened somewhat by the Upper Midwest respect for privacy.  People are unlikely, upon first meeting you, to ask about your "faith background" or invite you to church.  Even if they view you as a heathen or they disapprove of your "lifestyle", harassment is unlikely and they'll usually try to avoid confrontation.
