If they want to, then its their choice.

Its not like this is really relevant or anything, there's little chance with all the obstacles to becoming an actual state.

I'm torn, on the one hand I don't care because they have no chance of being successful, otoh, I'd like to let one of these through, then declare war, round up all the people, take their land and put them on a reservation (Modoc would be perfect in this case as it appears to be the most empty and worthless piece of land) and then give their previous land to Indians or African Americans, whatever would piss them off the most.
