It's Bush vs Kerry four years earlier... does the pre-9/11 climate (and Gore not being on the Democrats ticket) allow for a Democratic victory or does Bush still escape with a win?

In 2000, Tenenbaum was one year into her job as South Carolina Superintendent of Education. Even now, she's probably not nearly qualified enough; why in the world would she have been picked then?
