Because laws on the books are always perfectly logical. Here are two laws from New York.

1. Women may go topless in public, providing it is not being used as business.
2. It is illegal for a woman to be on the street wearing "body-hugging clothing".

Yes, and when one goes into the shops, one is referred to as a "patient," and the cute chicks behind the counter (they are almost all cute chicks - which reminds me that I need to check out some dispensaries in West Hollywood), with tattoos and metal accoutrements stuck in their face or nose or tongue, are characterized as "care givers." The bud of course is referred to as "medicine." It is all very compassionate.

Most of the dispensary busts in California are because local governments ask the feds to help them out, because the dispensaries in California are shady as f[inks] and are obviously selling probably a majority of their weed to people who don't actually need it for medical reasons. There have been many fewer problems in other states that have medical marijuana.

Isn't that preferable to buying it from some random person off the street? Of course full legalization while ending this charade is even better but you know...suburban moms.

That's the best news of all, but a future administration could, and probably would were it GOP, reverse course on this. But there may be some risk in doing that. Still, I think the stigma of Marijuana's perception amongst conservatives is the problem: it vastly overtakes the fact that the prohibition of alcohol was as senseless as the current prohibition of Marijuana.
