The DC suburbs or sunny Southern California? 

NoVA = Arlington, Alexandria, Fairfax
San Diego = anywhere in San Diego county: Chula Vista, Imperial Beach, the city, etc..

Both sound horrific, but San Diego is closer to Tijuana and the flights to Asia are probably cheaper.

Northern Virginia.  It's probably a little cheaper to live in DC than in California.  Although, I would probably try to get closer to Richmond, Charlottesville, or Harrisonburg in the Central and Northwestern parts of the commonwealth.

From what I've heard, San Diego has similar weather to where I live, and I find summers where I live to be too hot, so maybe NoVA just for a bit of a change.

Temperatures here during the summer (here it effectively lasts 5 months -May thru September) may rarely reach over 105 F (unlike the desert Southwest), but the humidity here is such that it will feel like it at times, particularly in July, August, and sometimes early-mid September when we get the worst of the heat waves.  

Politically and culturally we may no longer be part of the South, but as far as climate goes, we still get the southern summer heat.

Our Metrorail system in its scale and number of users is second only to New York City.  This link will give you the basics of mass transit in the DC region.

Rural NOVA; Loudoun or Fauquier Counties.  Then I would get in my giant 2013 Chevy Tahoe to drive an hour to my parking spot in some K Street garage that I pay $300 a month for...and I would do it alone #GOPswaggNOVAstyle

I imagine I'd like San Diego and if I had to live out west, I'd pick that area. However, I prefer the east coast, like the Mid Atlantic region and really like DC (though I probably couldn't live there for a long period of time. I'm political but get fed up with political culture). I'll go with NoVA.

Not fair for me to say, really, because I've not spent much time at all in NOVA.  But I've spent lots of time in San Diego and environs and love the place, and would gladly live there if I had the chance.

The DC metro is one of the best subway systems in the world.

Since I would choose to live in Arlington (somewhere like Pentagon City, Crystal City, Courthouse, or Rosslyn), +1 advantage for NoVA when it comes to public transportation.
