I don't think that statement really makes that much sense.  The stops Bloomberg is referring to aren't directly related to a search for a specific suspect.  So, it's not necessarily going to match up between suspects and stops. 

In any case, you're obviously going to have more police stops and arrests of minorities in New York City.  The police are hopefully putting their resources in high crime areas where there aren't many white people.  And hispanics and blacks commit over 90% of the violent crimes in New York City.  Stops and arrests are therefore never going to be demographically proportional.

Particularly in NYC, hispanics are not white in skin tone or everyday usage.

Quick glance over at the census finds 33.3% white non hispanic, 28.6% hispanic, 25.6% black and 12.7% Asian.  It really is beautiful chaos and I love it.

The Census is really throwing me for a loop. If you do it by county, you have a range from 45.9 in the Bronx (obviously mostly Hispanic but play along) up to 77.9 in Richmond County. However, if you look up by city, New York is only 44.0% white (still including self-identifying Hispanics). WTF?

Actually it was a relatively moderate business regulation that became ridiculously unpopular because of how tangible it was to voters. I also disagree that it would have made no difference.

the 4th Amendment has been trashed over the past 30 years.  Michelle Alexander devotes a chapter to exactly this in The New Jim Crow.  and even despite this, stop-and-frisk may yet be ruled unconstitutional, it's being challenged in court by those heroes at the Center for Constitutional Rights.

While I am not sure of the data, Mayor Bloomberg would have access to that, but what he says might make sense.  If there were crimes committed with descriptions of the suspects I can see how the data might show that number of stops made for crimes where the suspect is White is higher relative to number of stops made for crimes where the suspect is a minority.  Of course even if it is true it should not necessary mean there were bias involved  as opposed to some other factors.    While I oppose Bloomberg on many issues (the whole business of smoking, gun control, climate change etc etc), I support his right to make this statement and see nothing wrong with it as long as he has data to back it up.
