I did something like this back before we had final results...
Basically these are the 2000 and 2004 results of all counties with more than 100,000 votes cast in 2004.

What was the result for just Chesapeake?  Portsmouth and Norfolk have very large minority populations, while Chesapeake is much Virginia Beach.  I would think that Including Chesapeake is what is keeping Kerry's margins down in the tri-county area.

Yes. Chesapeake went for Bush by almost 15 points. Norfolk and Portsmouth went for Kerry by over 20 points each. Interestingly, the whole Hampton Roads area swung heavily Republican in 2004, probably due to its military traditions. If the Tidewater had trended the same as NOVA (ie, heavily Dem), we'd be looking at a real swing state now.
