I would like to call our Senators, in name of Justice and Order, an special amendment to the Prison Reform Act in order to address the issue of Criminal Recidivism. I can see a huge loophole at the present bill if we allow recurring criminals to get the same sentence every time they are caught by the police. This would lead to impunity among Atlasia and that is something totally undesirable.

The minimum sentence should be only for first offenders and no one more. Furthermore, I would call Senators to reduce the current amount of money of drug dealing from fifty thousand to twenty thousand Atlasian dollars.

Just simply don't allow them to get minimum sentences. There are many researches that show that some minor offenders (like burglars) usually go back to jail again. If we are giving those many benefits for those guys and they still go back to jail, I see no reason why should we help them and be kind with them once more.
