Since I see whole counties, it looks like a case could be made that is is not based solely on race. That should be sufficient for it to survive.

Wow, pretty good. The district should still have a decent white majority though. It wouldn't be enough to elect a liberal black, but it would probably have a white Blue Dog or even a Sanford Bishop-type moderate black.

McCain won this district 55.7 to 43.3. A Dem could win here - but it would be anything but a comfortable Dem district. A decent Republican candidate should do well here.

Fleming would be too conservative for the district, IMO, as the state average should be near even.

If you included Winn Parish, State Rep. Jim Fannin, a Blue Dog, would be a good fit for the district.

Only partially true if you want to get all nit picky about it. New Orleans isn't what it used to be. Frankly, all the Congressional Maps make me want to throw up. It's such a cynical crooked game.
