I noticed in 1980 Reagan won New Castle County (Wilmington) Delaware by just one vote over Carter.

That helps explain why Carter lost all three counties, in spite of losing the statewide vote by only 2%.

Kind of reminds me of Obama winning Harris County, TX by 971 votes (out of about 1.2 million) last year.

It probably had to do with the fact that Reagan was maybe seen as too far-right for some voters.  From the results I've seen New Castle County was more Republican than the rest of Delaware until the Clinton realignment in 1992, since which the reverse has been true.
