Some of the areas in DeKalb County, GA might qualify, though that isn't rural.

Well, the flip-side of this is economically moderate. That rules out Buncombe, which is fairly left wing on economics*. Watauga could work, but it probably would have voted for Amendment One with 100 percent turnout. It probably would vote for Marijuana legalization by Colorado-like percentages though.

Chatham sounds right, although I'd propose Wake if it weren't for the Rural thing.

Outside of NC, which seems to have the most candidates, maybe
-Boone County, MO
-Hays County, TX
-Williamson County, TX
-Denton County, TX
-Chatham County, GA (Don't Know how rural)
-Montgomery County, VA
-Albemarle County, VA
-Alachua County, FL
-Whatever Arkansas County that has Fayetteville
