It seems the first consonant can be a J, Y, or Z, the second consonant can be a K or H, and the first vowel can be "ah" or "oh".

French news pronounce it "Jo-kar", so that's how I hear it in my head now. Don't know if that's good, considering how bad the French are with foreign pronunciations...

Indeed. It's not an h, and it's not a k. It's a "kh" like the ch in "loch".

The poll options are very unclear. The Russian pronunciation would be [dʐɐˈxar], but I do not speak Russian, so I would pronounce it [d͡ʒəˈxaɹ].

Well I pronounce it like the Czech's pronounce "dž" (studied abroad in the Czech republic so I remember how to pronounce their alphabet at least) but presumably there are more linguistic majors floating around on this forum than there are Slavs.

I pronounce it more or less like "Joe Car" as in "dat not joe car; dat somebody else's car!"  This is how it comes across in its spelling.  Is that incorrect?  The first syllable is pretty obvious, but I suspect that the "KH" is somehow significant, so maybe it's more like "Joe Car" but the "car" part should actually be like the first sound in the arabic name Khalil.  We don't really have that name in English, but it's a bit like the end of the German Ich, as in "Ich bin ein Berliner" or the CH in a toast at a Hebrew wedding "L'Chaim"  (to life!) or the sound of someone with a serious head cold hacking up a big lugie.  Is it like that?  Joe CKKHHar!  where the second syllable is the spitting of the lugie on the wall and the final "r" is a tiny bit rhotic with a slap of the tongue on the roof of the mouth like a Mexican pronouncing the city name Merida.

anyway, it seems like your fourth option so that's how I'll vote.
