First term, until NAFTA was ratified. At that point he had clearly sold his soul to further entrench the Reagan-Bush plutocracy.

First (particularly the first half with a Democratic Congress). There was some good legislation passed during the 103rd Congress, not to mention the appointments of Justices Breyer and Ginsburg.
