At any rate he could quite plausibly place a very distant second. Which is all one can realistically hope for, and I'd definitely be curious to see how he'd play outside the cities. Populist nationalism sells out there, as Putin himself knows.

Yes, literally that's what it means. Idiomatically, it's used to mean 'this person wants something a lot, but he clearly won't be getting it'.
