I would appreciate it if Gustaf would sticky this thread as soon as possible.  I will unlock this thread as soon after midnight Central Time (1 a.m. Eastern Time or 06:00 GMT) as I can so that voting may commence.  Voting will end as 11:59 pm Central time on Sunday, February 20 (12:59 am Eastern Time on Monday, February 21).

This election shall be conducted in strict accordance with the Southeastern Election Regulations.  You must be a validly registered voter of the Southeastern Region during the entire time this ballot is open in order for your vote to be valid.   Editing a ballot disqualifies it.  All discussion of the election must be conducted in a seperate thread.

There is a Gubernatorial election being held for a term of office ending April 17, 2005.  The Southeast Region uses approval voting for Gubernatorial elections.  List all persons who you would approve of as Governor, with the order not mattering.  In the event that multiple candidates should be tied for the most approvals, a runoff will be held on Tuesday, February 22.  The following person has requested that his name be placed upon this ballot, but you may write in the name of any Southeast resident in addition to or instead of these candidates:
   Ernest (South Carolina)

There is Magisterial nomination up for a vote on this ballot.  You may only vote yes, no, or abstain on this nomination.  Write-ins are not accepted and shall in the absence of any language indicating an opinion on whether the nominee, Cosmo Kramer of Arkansas, should be Magistrate, be treated as an abstain.

There are ten initiatives up for a vote on this ballot, each proposed as per Article I Section 6 of the Southeast Constitution.  These initiatives are numbered #18 thru #27 and a brief summary of what each initiative does and a link to the full text of each initiative is given below.

Initiative #18
Southeast Militia Initiative
This initiative provides for the organization and regulation of the militia of the Southeast Region.

Initiative #19
Militia Use Limited Liability Initiative
This initiative encourages owners of land to make land and water areas available to the militia of the Southeast Region for training and operational purposes by limiting the owners liability toward militia entering their land and water areas for training and operational purposes.

Initiative #20
Southeastern Alcohol Initiative
This initiative establishes a standard excise tax on alcoholic beverages throughout the Southeast Region.  It also provides for programs to curb the abuse of alcohol.  In addition, it mandates that those states that currently have publicly owned liquor stores divest themselves of their interests in the sale of alcohol.

Initiative #21
Southeastern Tobacco Initiative
This initiative establishes a standard excise tax on tobacco throughout the Southeast Region.  It also provides for programs to curb the abuse of tobacco.

Initiative #22
Southeastern Hemp and Canabis Initiative
This initiative establishes a standard excise tax on canabis  throughout the Southeast Region.  It also provides for programs to curb the abuse of canabis.  In addition, it explictly states that the legal status of canabis in the Southeast Region is unaffected by this initiative.

Initiative #23
Southeast Nuclear Energy Initiative
This initiative provides conditions that make the construction of plants for the safe production of electricity from the energy released by nuclear fission an economically viable choice.
It does so by encouraging the use of proven standard designs, via tax breaks and the assumption of liability by te Region, and via subsides funded by the Clean Energy Act passed by the Atlasian Senate.

Initiative #24
Southeast Biomass Initiative
This initiative requires coal-fired electrical plants to be capable of using biomass, provides tax breaks for doing so, and uses subsides funded by the Clean Energy Act passed by the Atlasian Senate to offset the costs associated with providing for co-firing.

Initiative #25
Southeast Solar Initiative
This initiative promotes increased usage of solar power via the use of economic incentives and the reduction of regulatory restrictions.

Initiative #26
Southeast Environmental Protection and Intermodal Transportation Initiative
This initiative delineates how the Southeast Region shall use funds given to the Regions via the Environmental Protection and Intermodal Transportation Act by the Atlasian Senate and any funds appropriated in the future for similar purposes.

Initiative #27
The Death Penalty and Rehabilitation Initiative
This initiative calls for the abolition of the death penalty and establishes guidelines for the rehabilitation of prisoners.
