If it was anything it would be an ethnic slur. As with most things context is everything. Mick itself is rather innocuous and more found in jest or an endearing form of Michael. Where such anti Irish sentiment has any relevance/power, it isnt the preferred term of abuse anyway.  So No.

This.  It's not racist, but it is nativist.

Being that there are really only a handful of Irish in this country, it is not really nativist either.

I'm about half-Irish by ancestry and if it's meant to be pejorative or as a slur, then it is.  I don't like the term, but if you're using it as a nickname (like Mick Jagger, for example), then I have no problem with it.

Only if you're considering the Irish to be innately inferior and they actually are being discriminated against in your country.

Of course, the people and time when that actually applied... didn't use that word. "Irish" was insult enough for them. (Working class Brits of the same time actually used "Mick" already, though.)

It might not have the power it once did (if it ever did, I don't know) and it's used very loosely in a jocular way most of the time, but yeah I'd say it's mildly racist. I don't know many Jews who'd take kindly to being called Hymie..
