By the way, the Section 3 guidelines I inserted were taken word-for-word from the federal guidelines on how to conduct At-Large Senate Elections, so I don't think you should stress yourself about proofreading it too much unless there are obvious mistakes.

Yeah, we'll do it sometime next week.  I really want to have time to double check everything before we change this (since last time, we ended up having to pass last-minute emergency laws to ensure we could properly count votes), but I'm going to wait until after exams... we've still got plenty of time in the session; there's no rush.  I fully plan on having this done by the end of the week.

One minor typo has been fixed.  Voting is now open on the following version of the bill.  Members will vote AYE, NAY, or ABSTAIN.  This will be a 48-hour vote.

I strongly encourage members of the Assembly to vote AYE. I've already laid out my case throughout this thread - under the current system, one side could easily manipulate the voting to take all 5 seats with only a bare majority. Actually, even a minority could pull it off under the right circumstances.

Hope you don't mind me intruding.

I strongly urge the Assembly to pass this important and worthwhile change to the Mideast's electoral system. The current election system is fundamentally unfair, and STV allows a more proportional result without losing the ability to cast votes for individuals (such as through party lists....which I support, but I understand the concerns some might have about them.).
