Following people don't count: Cleveland (won later), Roosevelt (ran for third term)

Should Ford count?  He was never elected.

Not technically reelection, true, but the point is he ran for a new term.

Bush.  I think Ford was definitely better than Carter, but I wouldn't say he was the greatest president to lose his bid for another term.

None of them are great, but Bush had solid accomplishments as president, including the handling of the Soviet collapse in a safe and peaceful manner (something that should not be taken for granted) and the defeat of Iraq and its expulsion from Kuwait in the first Gulf War.

So did I.  I think he was the right president for the time.  I certainly would have voted for him in '76 had I been old enough.

But in an odd way, it was good that he lost, because Carter turned out to be a disaster, and paved the way for Reagan, who accomplished great things that others would not have dared to do.

There are 8 people at the time I'm posting who think it's either Hoover or Bush. I find it hard to believe that anyone thinks either of these two are better than Adams.

William Howard Taft. He's grotesquely underrated.

George H.W. Bush. The only reason he lost was because of the business cycle and the media's bias against him and also because of Ross Perot. Ross Perot kept going in and out of the race, and he even dropped out when he was polling the highest. Why? Sometimes I wonder if Ross Perot was ever serious about being President, or if he just wanted to stick one to Bush.

Also he ran against someone who had a lot of charisma, Bill "Slick Willy" Clinton, in an even slightly positive scenario Bush could have won in a small landslide.

Oh yeah, I always wonder of the public's different reactions to Gary Hart vs. Bill Clinton. They were both philanderers, yet people just seemed to ignore Clinton's misdeeds.

If he were included, I would have voted for Teddy Roosevelt, who lost a bid for a third term (a re-election bid, nonetheless, as he was not elected to his first term).
