from what i know, the Gropernator is calling for the power to redraw all legislative (and may be congressional as well) districts to be taken out of the hands of the political parties, and given instead to non-partisan judges -the object is to reduce Democratic representation in the House of Representatives even more than it already is (you'll love that), and to reduce their majorities in the state legislature so he can have a more malleable General Assembly to deal with and pass his agenda. 

if anyone has more information, you can correct me where i am wrong.......
