Arizona’s First District has the largest Native American population of any Congressional District in the country. The 12 tribes comprising that population makes up more than 22% of the District’s entire population, much of which is on the Navajo Nation.

Yes, I can see how having a family connection to Tuba City would help win votes in Navajoland. And I remember how Renzi did in 2004 and 2006.
The Council though is probably mostly sore at having had to share representation with Flagstaff in the last decade, which led to the Indian-majority district always having some Whites in its delegation... including Ann Kirkpatrick. I don't think the Council's endorsement itself wins you many votes - but it may be reflective of what's going to be happening anyways.
That said... "Jonathan Paton is a lifelong Arizonan with strong family roots with Arizona's tribes." Ann Kirkpatrick is a lifelong Arizonan raised on the Fort Apache Reservation...
