Let's suppose an elected official just never shows up or does any work. Would that person still get a paycheck?

Happens in Italy all the time...I think there is someone in the Lower House with >90% rate of absence.

It varies by country.  Sinn Fein has been doing this for a long time.  In this instance, they do not collect heir salaries but do claim expenses and get offices in Westminster.

If they never showed up even to be sworn in, I imagine the seat might be declared vacant.

This happened, IIRC, in New Hampshire in 2006. A lot of Democrats who had no intention of actually serving in office accidentally won thanks to the strength of the party lever that year. When they didn't show, the seats were declared vacant and special elections were held.

In France as well. Nobody gives a damn about legislative work because it generally consists in rubber-stamping what the government already decided.
