More information on this poll. Looks like it just started this year.   Their prior polls in Connecticut Senate race seem pretty on, but not sure of their poling skills nationally. Still, this sounds more believable to me than the Gallup +7 Romney numbers, when you consider all the other state polling out there.

this is one of those polls that asks both party ID and party registration

As with other polls that ask both questions you can see that there isn't a match.  Which explains the whole 'party ID' thing....it is an attitude, not a demographic.
