Is the intention behind this bill to give people who work in government offices more free days? In other words, why is it necessary that these offices are closed during regional elections?

It's an attempt to encourage increased voter turnout.  I don't want to ban private commerce on Election Day because I feel that might be an intrusion on private enterprise.  But I can amend the bill to say that if you'd like.  I would think, however, that if government offices are closed during elections, then private businesses might then be more inclined to close during that time as well.  In fact, I'll add a new clause:
