They need to ban this, and ban all human cloning as well.
I see no need to ban human cloning, so long as it is done under certain conditions.
1. Most importantly, human clones are considered just as human as those born naturally. They have all the same rights as us. For whatever reasons they were cloned, scientific or personal, those reasons do not make them slaves. They would be born differently, sure, but they would essentially have everything that the rest of us have, so I can think of no reason to deny them basic human rights.
2. Perfect animal cloning first. There are still complications there, and if we can't do it right with an animal then we can't do it right with a human. This somewhat extends from #1 - even if the cloning is experimental, since we are doing it with a being that has rights there should be the fewest risks of damaging that being as possible.
3. Another extension of #1. The first clones, heck, all clones, having the same rights we do, have the right to privacy. While the information that 'we have made a successful human clone' should be released, the identity of the clone should be kept anonymous, and upon reaching a reasonable age when the person can think well enough to make complex decisions, the identity can be released if the person wishes that information to be revealed. Otherwise, as I stated, let the person live their life in peace.
4. The clone, upon birth, be adopted by a loving family, preferably, but not limited to, those not involved in the actual experiments(this prevents the clone from being raised as a test subject rather than a person).
I think humanity could benefit greatly from cloning - imagine if we could clone human organs by themselves. What an advance for medicine that would be. Cloning is a science, a tool. But like all tools, it should not be abused, and such an advanced tool should be used with the utmost respect and caution.
