1. What does "The following guidelines shall not apply to family-run businesses or farms." apply to?  Is it applying to Section 2?

2. Is that intended to be interpreted as "farms and family-run businesses" or "family-run businesses and family-run farms"?

Having followed debate on these questions I would say that the line "The following guidelines shall not apply to family-run businesses or farms" applies to Section 1 and 2 (I would say it also concerns Section 2 because if there are no guidelines for these businesses and farms there can be no punishment for violating them). Additionally, I think it should read "family-run businesses and family-run farms".

If that's not correct the sponsor is free to correct me.
