I propose the following amendment. This should've been part of the last amendment.  Since it's a fix to keep the bill from having a conflict, I'll just bring it to a vote now.  Members will vote AYE, NAY, or ABSTAIN.  This will be a 24-hour vote.

Because I think such tuition freezes on universities by the region are a quick fix at trying to keep tuition down, but it just leads to higher tuition for the next incoming class.  Plus, it puts an undue burden on the universities, as we're restricting how much they can charge for tuition without giving them anything in return.
