*current CD's in states from Maryland to Maine

I'd say PA-9. PA-5, MD-1, and MD-6 would be close. If we exclude MD and PA, I'd say NJ-4.

MA-8 is very socially conservative; if not the most in the Northeast then way up there for districts as Democratic and white as it is.

PA 3 is pretty conservative or at least I think it's 3. Phil English's old district.
