That actually seems fairly unusual, to leave the door open like that when he still (presumably) faces a 2014 reelection campaign coming up before the 2016 presidential race.  Most sitting governors who have to run again would probably shut down any talk of 2016, and then backtrack later if they ultimately decide to run.

Maybe he won't run for reelection... he may assume this recall was his reelection and he'll retire
