IMHO "arms" means firearms such as rifles, handguns and shotguns.

On a note, you can own a Bazooka, you can even own a mortar launcher, with a license by teh Department of Firearms, Alcohol and Tobacco, as specified by the National Fireamrs Act of 1934.

Here's a FAQ on the process. Oddly enough, Bazookas are les regulated than machine guns.

No.

I believe assault weapons should be legal, but bazookas and tanks are just too extreme to put in the hands of anyone.  At that point, why not give the populace anti-aircraft missiles or nuclear weapons?  meh.
