Obama most likely. I don't see Mittens being able to raise as much as Barack, but I think he will be much closer than McCain was.

Depends on whether you include the SuperPACs or not.  Including them, the Republicans will have the advantage, without them Obama will have the advantage.  This is in line with the GOP Primaries in which the Republicans with money didn't trust Romney to be able to spread their message.

No.  It's reflecting that whoever the GOP nominee ended up being, there was going to be a ton of money supporting him or her.  Tapey, your friendly Intestinal Parasite would be doing as good a job of fundraising for the general election as Willard has if he had won the GOP nomination.  He might even do a better job at getting dollars donated to his actual campaign instead of allied SuperPACs because donors might be more willing to trust that Tapey would stay on their message.

While usually the side with the most money wins, there are certainly exceptions, such as the 2010 California governor's race.
