Of those listed, Eleanor Roosevelt.

Edith Wilson should be on this list.  After her husband's stroke she was basically the President.

She helped a lot for Black civil rights.  She didn't pass any legislation, like every First Lady, so what does it matter what her ideology is in determining her "greatness?"
