It's Richard Nixon. Bush is second, FDR third, Reagan fourth.

Richard Nixon

George W. Bush
112,501,378

Franklin Delano Roosevelt
103,501,667

Ronald Reagan
98,358,702

FDR in particular has a considerable disadvantage of population here.
