Yeah, not a problem because if Obama needs all the money to establish a good turnout machine, the downballot House and Senate Democrats will usually benefit from it anyway.

This wasnt the case in 1996, 1984, or 1972 or 1956 when Presidents when reelection big, but had almost no coattails. 

Obama has reelection on lock and can raise $100 million at the flick of a lightswitch.  He doesnt need all of that money for himself.

There are certain marginal districts where direct association with Obama would not perhaps be ideal.

Receiving funding doesn't mean voters are going to associate the candidate with Obama. If they're going to feel that way, they'll feel it regardless of whether or not the candidate gets funding.

This means one of two things:

Obama thinks he'll win by a large majority and the down-ballot help will be enough for the Hill Democrats.

Obama thinks he'll have a tough battle, and realizes the GOP will likely take the Senate, and doesn't want to waste money there, since either way, he won't be able to accomplish much no matter what the Congressional makeup is.

Why arent Democrats protesting this?  Democrats could have gained another 10 House seats in 2008 had they gotten some of Obama's money. Shake him down.

He won't campaign for individual candidates, but he will probably attack the GOP congress in stump speeches. If he's defending and attacking he almost has to.
