Well for one I could put together a small index of small cap companies in Texas and another country of his choice. He could go short Texas and long the other and if he actually believed that Texas was a bad model for development then the other state should dominate all the while his systemic risk is 0 because he is equally long and short.

Doubt that would be much of money winner though.
