Due to the theory that if Cain, et al, fizzle, that he is position to recapture the anti-Romeny perch with a win in either Iowa or SC. In his favor are years of government experience, a professional campaign and a large warchest.

Other factors weigh against him.

Maybe Romney will collapse in Iowa like Giuliani. People never expected Rudy to win, but when he got 2%, people took notice.

He couldn't just refuse to debate. That would have been even worse for his campaign.
It worked for him in Texas. I think it would have been a better move to avoid as many debates as possible, and hope that he could show-up coherent and sober to a couple of them.
