Yes. This is a pretty logical thing to do if they plan on crowdsurfing while playing, I'm kind of surprised more bands don't do it (though it's catching on and increasing in popularity.)

No, but it doesn't surprise me.  Aesthetically, though, I'd think velcro or stick-um would likely be preferred over duct tape in some contexts.
