Some things that will be different from the RTK game:

Loyalty will be divided. There will be
A - General Loyalty
This is support for the government. These people don't really care who the government is, they just support of oppose based on the idea that it is the government. If you lose this city in war, these people turn into a General Opposition. This number goes up or down based on general government competence.
B - General Opposition
This is the opposite of General Loyalty. They don't care who you are, they just oppose you because they think you are doing a bad job. If the city is taken in war, this number become the General Loyalty.
C - Specific Loyalty
This is Loyalty to you and your faction. These people support you for who you are regardless of if you are doing a good or a bad job. If you lose the city in a war, this becomes Specific Opposition
D - Specific Opposition
Up to three different factions can have a Specific Opposition in a city. These are people who support rival factions. If you take over a city where you have a Specific Opposition, it becomes your Specific Loyalty. There is therefore a good reason to try to build this up prior to war.
