Different parts of PA flip around on a coin. Spilt tickets, freak turnouts, protest voting, single issue voting... Pennsylvania is the master of them all (I'm about to start an analysis of the State House elections. Usually very interesting). Predicting swings for them is stupid, predicting long term trends is insane.
One reason is that most large counties in PA are fairly polarised (Westmoreland and Montgomery are good examples of this, BTW)
