By announcing that she is in she opens herself up to attacks from other candidates and she is subject to certain limitations regarding money.

By announcing that she is out she will lose donations to her PAC.

So really there's no reason for her to announce.

She doesn't seem to like Perry. I assume she will endorse whoever the presumptive nominee is or Bachmann if she decides to endorse before the end of the primary.

She isn't running for President. All of these bus tours are simply publicity stunts.

She's mostly stopped toying with running for the Republican nomination. You'll see her again in a few months when she starts toying with running as an independent in the general.
