Usually the title is reserved for those people who had the biggest influence of the year regardless of how and whether one appreciates it.
I say TIME chickened out big time with their bogus PC choice.

If you are going on IMPACT alone, and ignoring whether it was positive or negative, then clearly Bin Laden should have won. Bin Laden had a lot more effect on the world that year than did Giuliani.

Remember, Hitler won Man of the Year before as well. It's not necessarily an honor.

Giuliani just happened to be Mayor during 9/11 and got a bunch of credit for it.

Congratulations Rudy, thousands of people are dead!!! Now go plan how you can use this tragedy for your own political advantage.
