I'm fine with your proposals. The government could theoretically turn a profit off the $30B in loans alone to cover the $5B invested in low income businesses. I totally forgot to include regional governments in my amendment. I wrote up another amendment, so disregard the previous one, that divvies up the funds for each project. The only change I made from your proposals is the last one. Community organizations are typically private entities and privately owned by the residents, so I would simply lump that into the private entity claus. I upped the regional amount to $10 billion because I hope these regional governments will go all in in investing in their environments at locally.

I'm thinking something like...

$50b package over 4 years.

$30b in loans to business - loan limits to be based on company size and a business plan - by application - application to include the purpose of the loan, and the measurable results (penalties up to double the loan amount will be payable immediately if the money goes elsewhere)
- Interest rate to also be determined by credit-worthiness - maximum of 5%pa - minimum of 2%.

$10b in grants to low-income businesses to undertake green-expansion projects - again with measurable outputs

$5b in loans to regional governments who wish to undertake their own Greening projects  

$5b in grants to community organisations to improve their green-credentials...

Thoughts??

This looks good, but I would like to keep a few billion for our own research and development as well.  It wouldn't make sense if the original bill was scraped entirely.  Tongue

I think a large portion of this money should be set aside toward developing a flexible, clean energy grid. I like that this is being directed toward loans, but I don't know if that will result in infrastructure.

While I understand the Senator's point about community organisation as being private - I think the position should be more nuanced than that - not just public/private but commercial/not-for-profit.
