Time has now elapsed on this matter. The Vice President has been contacted for the purpose of counting and certifying the results, once again for the purpose of ensuring a fair result.

I think it's just a majority, and since there's only 9 Senators, 5 is the magic number.

I meredly stated that time has elapsed and that the VP has been contacted to count and certify the votes, because I desire no controversy over this, and there is already a questionable aspect involved, that bgwah's candidacy.

It might be 5 because of Oakvale, but even without that, the person with the most votes would win after the time is over, just like a bill passing 5-3 would once time elapses. 6 votes would be necessary to end it before the time has elapsed and with a vacancy existing, possibly five here as well. Atleast that is my interpretation of rules which are posted in the OP.
