I believe Saddam only got 96% in 1980, his worst showing as President. That was before he was seen by all as brutal...

And here I had thought that he only got beaten (to a bloody pulp that is).  It also could have been some stooge Saddam allowed to run just so that he could go thru the pretense of an election.  After all, its not as if they had to actually count the ballots to find out who won. Smiley
