That might be true going by legal residence, but we all know that the numbers who don't actually live in their district, or even their state are far higher.

God knows that with Him, everything is possible - including Berkeley County remaining in WV-2, Capito running for another office or Delegate Miller running in whatever other district gets the state's eastern panhandle.

Delegate Miller actually didn't say he was running against Caputo in his official announcement, by the way - just that he was running for office.
