Just to repeat, that for me Henry Campbell-Bannerman is the most underrated.

I assume those are rankings for all Prime Ministers since 1895 from top to bottom as some of those weren't really so great. I would expect Gladstone and Disraeli to be reasonably high, higher than Balfour for sure.

Interesting, but would you say he was a better social reformer than Asquith and DLG?

I don't think Churchill is underrated at all. In fact, I think he is a little overrated.

Thatcher is underrated by "old" Labour, but I think she gets proper respect from "new" Labour and the Tories.

My answer would have to be Asquith though. He's probably seventh or so on my list of favourites, but you never hear anyone talk about him.
