Update from ITV Teletext: He was trying to do a 'citizen's arrest' and spent 40 minutes cuffed to her before the police performed a 'real arrest'.

Idiot is accurate

Looks like a pretty straightforward case of Assault & Battery to me... (what's that? Section 18? 20? 47? Drat... one of 'em...)
